Alaska and Yukon Territory have (had?) "Good Samaritan" laws; you are required to stop and help. In California and Colorado, just the opposite, authorities do not want you to stop and help. In Colorado, many stop anyway; California I rarely saw anybody stop to help unless in a rural area.
