Fresh tank

If I plan on full time travels and will be staying only in locations with hook ups is it bad to go a long time with my fresh tank empty?

Keeping 5-10 gallons of water while traveling allows you to use the toilet and wash up if something happens on the road.

Not sure if having a dry tank is bad .

Finding full hook Ups could be difficult depending on the area. We always find sites with electric available, water sometimes, sewer not so much. Plus just electric sites are cheaper.

Bad?, I don't think so. If the inlet is capped and the overflow sealed the chance of an Asian beetle or another infestation is reduced. If it were me, I would keep a calculated emergency supply in there, refreshing before disconnecting. I am thinking road closure, radiator, helping strangers kind of things.
