Heater question

Hi folks
The heater works but blows cool air thru the top vents and heat thru the bottom / floor vents. Problem is the cool air blows so much more force that's it's hard to feel the heat

Is this normal?

It's a common thing if you have a digital thermostat and the fan is not selected to the "auto" setting.
