See them on the east coast in many states. Just seen a 10 mph sign for trucks on a hilly road but normal traffic was 65mph.

Can you picture yourself behind a truck doing 10mph.

In Washington you will see

Washington law considers any vehicle over 10,000lbs gross, or any vehicle in combination (except "auto stages, which is apparently a fancy name for "bus") to be a "truck" for the purpose of speed limits.

Those same vehicles are also not permitted to be in the leftmost lane of any road with 3 or more lanes in the same direction at all, unless preparing to make a legal left turn.

Alaska does not have a lower speed limit for vehicles towing a travel trailer. If the speed limit is 65 mph, anyone towing a trailer can can legally do 65 mph.

Every time I enter CA on I-8 or I-10 I see the signs that indicate vehicles towing a trailer are limited to 55 mph. Most people towing a trailer ignore the signs, but they are there.
