Sure, it's a common abbreviation all over. My guess was California, but there are other possibilities.

I've seen people ask for "Columbia", "Lancaster", and others that are so non-descript but people just don't think about it.

I'm familiar with the name and the "Just the fact" saying, but can't say I've ever seen it. That said, you've got a good 30+ years on me.
