There very well may have been more to the story that I wasn’t told about, such as previous violations, how he was fishing, what he caught and kept. I don’t know and I’m sure if there were other circumstances that lead to this, there’s always the possibility the parents didn’t tell the whole story, just glossing over these types of things to make the story sound more unfair than it really was.
