Not sure it THIS was the cause.. But you would be amazed how many people over drive the vehicle in front of them (usually into a semi) and slam right into the rear ICC cars on the semis and lights out... Literally a few a month around here.

WOW - My DW and just went through that spot on Saturday - scrolling warning signs at least 2 miles before construction area advising of possible stopped traffic - took a good 12 minutes to get through it which really isn't too bad for a bottleneck on a major highway.
