Pet safe stairs

All - I purchased a new fifth wheel with drop down stairs & our dog will not go up the stairs. I believe it is because she can see through the steps, does anyone have any ideas for covering the back of the steps?

We put a piece of green outdoor carpet secured to the back. Left it on for awhile then tried an experiment by removing it for one try. Dog went straight up as nothing had changed. Have not had to use it since. Once she was used to it, didn't notice or care the back was now open. We also have outdoor carpet(brown) on the steps.
