Tank heater

I’m new to r/vs and presently in south Texas it’s 31 degrees. I’m hooked up direct to city water and electricity. Is it ok to switch on tank heater. I’m assuming that is to help keep pipes from not freezing? Anything special I should know or do, or not Do?

Tank heaters only heat the tank, not the water lines.
So the water lines can freeze even if the tanks are warm

But as long as it doesn't stay below freezing all 24 hours, you should be fine.
It takes a hard freeze to start worrying.

Tank heater

As stated by “bikendan”, your tank heaters should keep your tanks above freezing temperatures. The waterlines inside your RV will generally be OK as long as you’re in the RV and have a temperature in the 65° and above range, Unless the outside temperature starts dripping into the 20s and lower. Your first concern will probably be the hose from the hydrant feeding the RV. There are manufacturers that make heated water hoses that are thermostatically controlled and will keep that supply hose to your RV thawed out, but you can expect A non-heated supply hose to start freezing when it dips into freezing temperatures. We carry a thermostatically controlled water hose to supply the RV, but I’ve made a personal vow to never take the RV in freezing temperatures again;-)
