I couldn't figure out why the filter/hose was all brown and gross looking. Then I zoomed in and noticed the "stuff" spraying upwards from the sewer hose that was coating everything.

Actually what seemed to be happening is water was leaking at the hose bib and running down the filter and onto the stinky slinky. I think the water has a lot of iron in it and over time it has formed a thick layer of rusty yuck on it.
