At a political rally in Turkey maybe 15 years ago someone filled a bunch of decorative balloons with hydrogen, and a bunch of people got burned pretty badly. My guess is a bystander popped a balloon with his cigarette.

Also, believe it or not, In recent years there have been shortages of helium for industrial purposes. The industry that I work in uses it in manufacturing and the looming shortage was a big deal a couple of years back.
Plenty in the atmosphere though.

Helium isn't extracted from the atmosphere, it is extracted from decaying radioactive metals and minerals in the earth. much like the extraction of natural gas with pockets of helium gas underground. Although helium is the 2nd most common element on earth most is natural or accidental release to the atmosphere, since it does not bond to any other product like hydrogen in water it can not be captured by any other means other that drilling for it. If we ever stop drilling for oil or natural gas it will end the profitable production of helium.
