Maybe, but they really aren't holding a lot of weight. They are more stabilizers than anything. Most of the weight is still on the tires.

Concrete like that would be tested for compressive strength
Blocks either way alone don’t make much of a difference for supporting a camper or a trailer house
Yet if your building a wall the weak link in strength is the mortar but in a perfect world you would build a test sample and test all 3 components together (mortar grout and block)

You are correct. Concrete is strong in compression, weak in tension. The issue becomes: How much load are you putting on it and is it too much? The problem is you really don't know. If do want to do this, make sure your load is centered on the center wall and not over the opening.

I've been getting a "push" from Google on my phone about a totally inflatable RV. Not just screen room, the whole thing.
