The reason for the over-crowding is that this beach camping area used to be much, much bigger but due to “environmental” concerns has been repeatedly shrunk in size.
Unfortunately the Oceano Dunes State Vehicular Recreation Area is now slated to be permanently shut down in 2024.
After watching this area, the only beach area in CA where off-road vehicles are allowed, shrink in size over the last 50 years the California Coastal Commission used the State Park closures during COVID to order permanent closure of the area even though the State Park organization strongly objected and presented an alternative mixed-use plan that addressed the CCC’s concerns.
Ironically the Phillips 66 Corporation recently donated 3500 acres adjacent to the Oceano Dunes to the State Parks, slated to be turned over in 2023, which now cannot be used for camping due to the CCC’s order.
Numerous lawsuits have been filed, of course, but it appears that the last beach RV camping area in CA is soon to be closed.

Things you see in an RV Park
I never did find a boat with this rig.

In case of high water? Or is he headed to the coast and knows what is going to happen?

Perhaps some context would help me understand what you're saying. Some inflatables are actually usable and may enable someone to carry a fishing boat with them, where they couldn't, otherwise.

Yes, but didn't go the extra mile to extend the tan stripe. Why bother with just the one? I wonder what type of creative engineering is hiding behind that plywood that enables the fifth wheel to become a bumper pull?

Yeah, but he matched the tan color on his 'addition'. That had to take some effort. Wouldn't want to be behind him on the freeway though.

I don't think they extended a stripe. I think they did one wrap around the trailer with brown tape to hold the plywood in front on and cut out the section for the door!
Here's the conversion:
