Shorted or open electric element. Turn off 120VAC, disconn3ct at least one wire and meter the element.

Silly question, but if open can it be fixed or do I need to replace? Remember Blender had open circuit anfd had to replace inline thermal fuse

Is there a rocker switch in the water heater compartment like the one shown as part #33 in the link below? If so it needs to be 'on' for the electric side to work. Link:

Yes switch is there. Put in on position then next morning put in off. Inside switch always off to try and run electric only to test

if I have 120v to both white and black, does it matter what position switch is in? Just trying to reason this out. If I flip switch, only one wire hot. Flip it again and both wires hot.

Switch? What switch are you asking about? How are you checking the power at the heating element? Across the terminals or terminal to ground.

Check with ohm meter. Wires disconnected. Out of spec or open means element is toast.

Check the over temp thermo discs. Press the two black round discs ( on the black section) on mid left side of outside unit. If one clicks it was tripped and try again.

I'll caution on how you are testing having 120v on both sides of the element?

If having your (-) meter lead on a 120v neutral/ground and you check both sides of the element and have 120v, The element is good and the the WHITE wire going back to the junction box (at the heater) has an issue or is disconnected. You could also have an issue at the outlet where the water heater is plugged in. (hot leg but no neutral/ground)

One more question... do you have an inside AND outside switch?
Those models with TWO 120v switches use a relay to switch voltage.

Here is the schematic.
It is pretty straightforward.

If there is voltage at the element, the over-temp/stat is OK.
It goes through those to get to the element.
OP indicated voltage at the element.

Had to do that first thing to get gas to work. Right clicked and gas ran fine. Left button did nothing but when I replaced element (it was cracked; probably very old) and got 120 to both terminals I figured reset was okay.

Not that it applies here.... you can have voltage and no amperage... IE bad connection
