I havea 2004 forest River cardinal can’t find on off switch for water pump is it on demand?

Look at the panel with your gray/black water tank gauges. Many incorporate that panel for the water pump and the water heater. I don't know when they stated doing it that way. I have had 3 RV's all newer than 2008 that were that way.
Once the pump is turned on by that switch, it is on demand.

On a RV that old, it should have something like this:

The red rocker switch is for the pump.
