A meter or test light would make this very easy. Start at the battery. Got light? Follow the red wire and check for voltage (light) at each junction. I'm sure you'll find it right away.

Bad Disconnect

I had a similar problem on my MiniLite and it was a bad disconnect switch. If you wiggled it, things would work for a while, then stop again. Got a new switch and all is well now. Did you try jumping thru your disconnect?

Sounds like if the reset button will not reset, you have a short circuit in the wiring or whatever is connected to it.
The 12v circuit breaker is doing it's job... keeping the wiring from burning up because of a short.

You;ll need to locate the source of the problem before you will be able to reset the 12v circuit breaker
