Filling Water Tanks

I have a 2019 XLR 30 HDS.
Theres two drain lines and two vents so im assuming i have two connected water tanks.
When i go to fill i feel air comming out of both vents then the front vent starts to flow water like its full but the second tank is not filling.
Ive read about the syphoning problem with these and the fix most of them have but how can i be sure the second tank fills?
The gauge must be on the first tank because it shows full but i know its not taking the amount of water it should.
Any thoughts????

The hose waters flows from when full is the overfill. The other hose is the vent. You have only one fw tank
