If you determined the black tank fills quickly by checking the tank level indicator lights, you should know those things aren't trustworthy at all. The dump valve handles should be pushed IN to close the valves... they should all be closed until you pull them to dump.
Am I seeing rust on the handle stems? That doesn't look good. I think mine are aluminum - don't rust.
