Since you don't mention what your panel lights indicated when you first set up camp, we can't tell if they were possibly mis-wired or not hooked up at all.
No. Flipping the switch doesn't do anything except let you know the levels in the tank. With that being said, those indicators/sensors are notorious for being inaccurate. "Stuff" gets stuck to them and give you false readings. Don't worry too much as you'll eventually be able to gauge how long you can go before needing to dump.
By looking at your floorplan and seeing that the toilets are virtually "back to back", I would almost venture to guess that they both dump into 1 black tank. One way to tell for sure is to turn off the water supply (after dumping & flushing), open the toilet bowl valve in the main bathroom (step on pedal) and look down into the tank with the aid of a flashlight. The tank should be empty. Repeat the same in the bunkroom toilet and look again. If it's empty, then you probably only have 1 black tank. If it still has water in it then keep looking for another pull handle.
Primetime used to be very good at answering customer concerns and it looks like it may still be somewhat true. At least you reached someone who passed your concern on to someone else who should find an answer. Hopefully, you'll get a call back.
