how do you get on the stand-by list for a tour? When I was registering and requested one of the tours, it wouldn't let me complete the registration without removing the tour request.

The way I look at it is, submit your request and hope for the best.
The official document states: " Service requests beyond the scope of these guidelines MAY be declined."
So depending on how many people submit requests, the nature of the requests (cost) they MAY take your request. Closer to the end of your normal warranty period you are and the seriousness of your issue, the more likely they will accommodate you.
