I had this problem plugging in a shed with an extension cord to a breaker panel. I had to take the green wire off the ground bus in the breaker panel for it to work. I still don't know why that worked for me though.

If you are new to camping ,an had everything in the camper turned on at the same time:ie, the ac ,fridge on electric, water heater on electric, and so on. WILL trip your breakers. Can't have everything going at the sametime.

I think this can also happen if you have heater on with an empty tank (dump on pack up day and forget). The element will warp and then short to tank. Keep an eye on that guy.

Thanks to the FRF community for helping this member get their problem fixed. We are going to go ahead and close this thread now as the solution was posted a few days ago and we no longer need guesses as to what the problem is.
