This is a shot of my water heater and the by-passes. Shouldn't there be another cut off at the top, on the hot water out pipe? I understand the cutoff for the cold water in at the bottom, and the cut off in the middle to allow the antifreeze to go up, but what keeps the antifreeze from going into the water heater at the top?
It looks exactly like the one on bottom....minus the valve handle. Looks like its broken off. Should be able to turn it with a pair of pliers, though, for the time being.
Looks like the knob just slips over the stem and is secured with a screw. Should be easy enough to get a replacement.
If that's the case, until you get a replacement, I'd just turn the valves then remove one of the knobs and put it on the missing one to turn it.

Thanks raspivey. That looks like the solution! I'll look around tomorrow, the handle may be laying in there somewhere. I bet I could remove one on the other handles and turn the cut off. Thanks!

Is this some sort of back flow piece?
Generally, on newer systems (mine is an 11) there is only one valve at the bottom to redirect cold water up to the outlet tube. At the top is a check valve that keeps the water from backing into the water heater. Thus only one valve with manual turning is all they need.
Be sure you are not looking at a check valve versus a valve you actually turn on the one that looks like it is missing the handle.
I haven't looked at it again wingedone, but over on RV.Net, someone said a back flow device would look different. Pretty sure its a missing handle on the third valve.
Got a chance to look again. It was in fact a missing handle. Moved a few things around, and found the handle and screw. Seems like they would have installed the valve upright. Sure was hard to get the handle lined up and get the little screw started. Suppose that's why they threw it down and didn't install it?
That would be my guess. They have only so much time to do things. Fixing screw ups (no pun intended), takes too much time (as far as they are concerned).
