2017 Isata3 FW fresh water fill

Can anyone please tell me what is the proper lever position to add fresh water to the fresh water tank. When we First purchased, I remember Brian told me, that the control used is not specific for my RV or it's purpose, and therefore one of the positions was not used on ours, but I can't remember which. The knob has the bottom "City", left "Tank", and top "Normal" as labeled. However when we place it to the left "Tank" which seems like the logical position to fill tank, we can't hear water moving.

even tho you might near water do your tank indicator lights show an increase

Well usually yes, but in this case it showed to the top light, but I had been using a good amount of water for a short shower, washing dishes, flushing toilet the Day before, so I decided to top it off. As you know the lights are not very accurate, so I had assumed that I had consumed at least 5 gallons.
