26DBH water drain

Can someone help me to answer this ? We are getting reading to go camping next week. I just un-winterized and prepped for the trip. There is a small drain hose located on slide out side ( driver side if in car) and just between the two tires. I have had it hooked up to city water but seem to be getting a steady flow of water. Not a drip, but a flow.
1. What is the purpose of this hose ?
2. Why am I getting constant flow ?
3. What do I do to prevent this ?

I did not use the reserve tank. Not saying that couldn't be the issue ( over flow ? ) , but I did not turn the pump on or put water in to tank. The pic of the drain hose is after I had water disconnected for 45 minutes. Click image for larger version

I believe you are looking at the portable water overflow hose. You have two connections, one for city water and one for fresh water. Have you filled or were you in process of filling the fresh water tank? If so, once the tank is full, water will come out of the tank overflow. An easy way to identify is to crawl under the unit and see if the hose is coming from the fresh water tank.
