Atwood Water Heater - GC6AA-10E

I have an Atwood Water Heater model #GC6AA-10E and its gas and electric. I have the manual for it but still lost on this....


Last night and today I noticed when we have the electric mode on ONLY, but the gas still comes on when its switched off on the inside of the camper via the Dual Switch inside the bathroom. So I'm wondering if perhaps the electric side is not working correctly and I did the following:


Turned off main gas supply to the whole camper, drained the water heater of hot water to have cold come out, and still have only the electric switch on to see if it would heat up the water. Turns out it does hot enough to shower in, so I know electric mode does work all on its own.



My question is why does it turn on the gas when the gas switch is turned off and the electric is the only thing on per the switch?
