Atwood water heater will not light

I have a brand new Wildaxt 29rlx and we cannot get the hot water heater to stay lit. The electric side works fine, but when I try the propane side it does not light and trips the switch. The manual for the heater is very simple and does not explain any fixes.

Is there a certain spacing for the air intake sleeve?

Does it make a difference at high altitude, Denver up to 9000'?

If you are at that altitude without a doubt that burner is way too rich. Believe adjustments must be made at 5000ft. If book doesn't tell you what to do, call the help line or Eng. Dept at Atwood, they don't want you have an accident either!
