Whoever wrote that line is out to confuse people. The fullway termination valve is the dump valve for the black tank.
FWIW, many people will run water in thru the flush with the valve closed. But be careful, don't walk away or get distracted. Otherwise, if the tank fills, it may overflow from the vent on your roof - definitely makes for a bad day.
The flush line can be used to put some water in the tank after dumping, or you may partly refill and do a second dump to clean more stuff out.
