Are you sure you are talking about the outdoor shower? Most outdoor showers have what looks like a bathroom sink faucet with a hot and cold water knobs and a single non coiled hose come off with a shower wand like what is inside in the shower.
What your describing sounds like a spay port that some campers have as an additional outside water source that is cold water only and for rinsing off bikes, ATV's, etc.
Check the rest of your compartment doors on the drivers side of the trailer and I'll bet you find a true outdoor shower like I describe.
That said, Make sure you have the coiled hose fully inserted into the quick connect fitting by taking it out and putting it in a few times and then trying again. It should work with either city water or pump pressure. If not, you should contact your dealer as it would be a warranty issue.
