Enclosed underbelly issue

While examining the underbelly of my enclosed RV, the manufacturer sprayed foam insulation around the main drain line but did NOT completely fill in the hole through which the drain line exits the enclosure. Is this by design or poor workmanship. I bought a can of the foam insulation but thought I should ask before completely insulating the hole.

My thoughts would be that they just missed it, I don't believe it is a critical issue unless you live where there mice. In Idaho seal everything as good as possible to keep the writers out

just go ahead and fill that void,it will slow down mice,snakes and wasps! Youroo!!

Not by design. Fill it in and you may want to look for other places too. Once mice are in that void between the floor and underbelly then there is nothing that can get to them (except the snakes that seem to get in youroo's rig.) Mice can squeeze through a hole with the diameter of a dime.
