I understand your thought process but if you are concerned about freezing during winter storage, the few gallons left in there won't cause an issue. Plenty of room for expansion.
If you simply want to extract the remaining water, your only solutions are a suction hose through the filler (if possible) or somehow removing the tank to drain it.
As Bama mentioned, drilling and installing a new tank drain at the bottom of a side wall or bottom, (bulkhead) will still leave a small amount of water in there.
