First thing is....
Can you locate your fresh water tank?
I had to remove some false wall backing.
If you’re lucky, you should see 4-5 wires running to probes screwed into the sidewall of the tank. Each of the wires will be at different levels on the sidewall corresponding to the different indicator lights on your control panel. As the water level rises, it should complete a 12 volt circuit to light the next indicator light.
In your case, I suspect the wrong lead is wired to the lowest level probe, therefore your panel shows “full” when you only add enough water to complete the circuit to this height.
By using a digital meter, you should be able to read voltages at each probe corresponding to the correct indicator inside.
