Fresh water tank issue

Rig is an 06 Sierra 37sp. 5er/Toyhauler. It has 2 50gal fresh water tanks.
A couple times dry camping. I've reached a point where the water level indicates empty and the pump runs like it is empty. This is with rig completely level. On these occassions upon moving the rig a short distance. Water level would come back up and register. Looking at the set up it appears the water level gauge and the pump only pull from the forward tank. Any thoughts on a remedy for this?
I've also noticed when filling tanks water does not spit out the vent line when full. Insted it just leaks out the top of the tank

Possible the aft tank is not venting properly? Most likely a dip in the vent pipe (hose) is filling with water, preventing air flow.

It sounds like your vent pipe is not connected as well!
