Somewhere you have a neutral and ground wires reversed.
I found this on a BO105 I was flying for an EMS contract. I touched the skin of the helicopter and it vibrated like the 9 volt battery you wee talking about. It happened when we were parked and the AC was running, via a 120 Volt extension cord, keeping the fluids for he patients cool.
I took the extension cord ends off (it was a replacement receptacle end) and sure enough. the white (Neutral) and green (Ground) were reversed in that receptacle.
I switched them, problem solved.
I was standing on dry concrete when it happened. If the ground is wet it can be VERY dangerous
