FW Tank Fitting Repair

The 1.5" spin-in drain fitting on my freshwater tank is old, cracked and leaking.
Any suggestions as to how I can replace that fitting?
I am considering using some type of bulkhead fitting, but then I would also have to cut an access hole (with sealed cover) directly above the damaged fitting in order to complete the installation of the bulkhead fitting from inside the tank.
What about a flange-type fitting with rubber gasket installed directly to the underside of the tank using stainless steel fasteners?
I know that adhesives and other types of temporary "patches" will not bond to the PE tank.

You've pretty much talked through all the possible ways to fix it short of just replacing the tank. Which I would consider since the fitting has failed from aging. All the ways you mentioned would work, but be aware that on an old tank you may create more problems trying to repair the one.
