Hot water by-pass valves

I think I have them turned correctly but just getting some expert opinions on this. I have just de-winterized my Sunseeker RV and wondering if the valves on the by-pass lines are correct. There are two lines going to and from the water heater tank. A red line at the top and a blue one at the bottom and a vertical line running from the top line to the bottom line. Thinking the horizontal lines must have the valves parallel to the lines to allow water to flow to and from the tank and the vertical line must have the valve horizontal to stop the water flowing between lines when heating the water. Is this correct, and I'm guessing just the opposite when winterizing. Appreciate any advice, thanks
