Are they really three way valves just 2? I have never seen one. What happens when you turn one 180 degrees?

They only turn 90 degrees.

Well technically it’s a 3-way L valve. Meaning it has 3 holes but only can exit 1 direction.

"We" aren't calling them 3-way valves. The industry call s them 3-way valves; because they have 3 ports (i.e., connections).

As Mch5jdm says, they're 3-way "L" valves, but if you look at the various versions in the link above, you'll see that there are also "T" versions.

hot and cold water tank valves

i'm winterizing my 2020 FR Cherokee Grey Wolf Limited 26DBH. Found the hot water heater tank but i only see two valves. If i close these two valves does it act like a bypass valve? Since i don't have a bypass.

If you have two "3-way" valves, with hose between them (the bypass line), then, YES. Turn both valve handles 90 degrees and you're good to go. See the pic in post #17.
