Hot water question

First night out in our new 2019 Cherokee 223 VFK.
Set up was fine, but I couldnt get the hot water to fire up. On the instructions on inside door said use reset button, light pilot. After 1/2 hour of trying, I read on forums where someone else mentioned an inside button. By my tank levels is a button marked Heater. I flipped it on, and hear the whoosh of propane firing.
I think good, ok it works! Good thing I had the propane on. But then I realize, the on-off switch at the valve is still in the off position. During walk through I remember him saying that had to be on. What don't I understand? Does that do something else?

You shouldn't have a pilot light and dsi (which is what that inside switch is). You also shouldn't have another switch unless the water heater has an electric element also.

If the on-off switch at the valve is on the hot water heater then that is probably the power switch for the electric hot water heater element. If it is gas/elec the inside switch should control gas and outside on the heater should control electric.
