Tried that, no pressure when filter not installed either. No water coming out of taps. When connected to the city water it seems to work, can see the water moving in the filter. The fresh water tank is full.

Again, have you tried checking post #3? Sounds like the pump valves are set for winterization. It will not pull water from the fresh water tank like that and instead will just continiously suck air from the suction hose and never pressurize.

Tried the winterization valve, problem isn't there. At one point, the pump was running and circulating and then shut off once up to pressure. Turned the tap to test the water the pressure starting dropping, pump came on and didn't shut off, no water coming through

What type of filter are you using? The charcoal filters are very restrictive. A RV pump may not be able to pull through it.

It's not the filter. The filter is after the pump. If the pump is not building pressure and turning off, the pump is not getting water or does not work. It may have worked at one point, but it evidently isn't working now.

Check the water in tank. Even if your monitor says it's full, check it. Make certain valves are open. Undo the line before the pump and check for flow.

What HE said!!

Pump has a strainer which could be clogged with construction debris (fairly common in a new rig) or a loose fitting between the fresh tank and the pump is leaking and the pump is getting air instead of water.
or the winterization valve is set wrong or broken internally (less common but it has happened).

Try doing this with only ONE tap open, not all open. I'd prefer the faucet closest to the pump. I am assuming your low points drains are closed and your WH has the anode installed and pressure relief closed. You have verified the other suggestions, yes? All works off city water, just cant get it to prime from the tank? It's getting to sound like either a suction side leak at the pump or a valve issue within the pump valve body. No obvious kinks in suction side hose. Connection isn't loose? O ring in sediment bowl in place and screwed on OK?

You say the fresh water tank is full,,, it sure does not sound that way !!!
You can not trust the monitor !!! Make sure there is water in the tank !!!
Most dealers would drain the tank before delivery !!!

Just noticed on this post that you have the taps open. Close all faucets and try the pump. We always had to do that for the pump to prime properly and to build up any pressure. Once pump builds pressure and shuts off, you can turn on one tap at a time to remove air. Always worked for us.

When I flush our sys I always open outside shower faucets first,,,
with the shower head removed !!! Hoping that if there is any crud in the sys,,,
it will not plug the aerators on the faucets,,, or the valve to the toilet !!!

Humor me a minute please, let’s pretend you own a water pump and not a camper with a water pump. To do this disconnect both inlet and outlet lines from the pump on your camper. Hook up a winterizing line that you use to suck rv anti- freeze into system. Then using a jug or pail full of water try turning pump on and see if the pump will suck the water though the pump. If it does the pump acts fine. If it does not there are valves and diaphragms inside the pump that might be bad. If it does pump water rehook the camper side back up and with a faucet open while keeping your jug or pail as full as you can see if you get water at open faucet. If you think your pump is bad keep in mind that if the motor works you can purchase replacement diaphragms only or what some suppliers call replacement head which includes a lot of other parts needed for a working water system at a lot cheaper price. If you get water to go thru camper to your faucet using thepail system the problem is before your pump. I have blown air at low pressure like using your mouth backwards through the lines checking for plugged up lines. Also remember that there is a light at the end of the tunnel it just seems like they make it longer before you can get there.

I HAD a block in line between the tank and pump, blew 40psi through the supply line, re-connected the line to the pump and all was good. I am guessing manufacturing debris. 2 years and still working.

Thank you all for your assistance in trying to figure out why we had not water after a filter was installed. This is our first motorhome so we are new to all of this and have already learned a valuable lessons.
NEVER TRUST YOUR DEALERSHIP WHEN THEY TELL YOU THEY DID SOMETHING, DOUBLE CHECK AND DON'T CALL THEM FOR ASSISTANCE BECAUSE THEY ARE OF NO HELP. DO NOT DEPEND ON YOUR DEALERSHIP TO PROVIDE YOU WITH CORRECT AND IMPORTANT INFORMATION. READ EVERY MANUAL AND DO YOUR OWN RESEARCH.
After days of trying to figure out why we did not have water after changing the filter we found out the dealership did not fill the tank fully. We had installed the filter (something the dealer should of done) and had water suddenly it stopped within seconds Of course the first thing you think of is there water in the tank so we trusted them when they told us they filled the tank, the light on the control panel indicated the tank was full and we had tested the drain and water came out. So, we moved on thinking there was another issue.
After all said and done, we added some water to the tank and low and behold we have water coming through the filter. Problem solved!

Great to hear that it really was just low water levels.

But, that means there might be a different problem to be addressed. You said the tank lights said the tank was full, however, you weren't getting water. So that means either:

1) The tank sensors aren't correct or
2) The pump's intake isn't low enough in the tank to get the water

Or possibly both 1&2.

Unless you feel like opening things up yourself, you may want to have a dealer take a look at that.
