Repair Fresh Water Tank

So I found the reason my water tank was leaking. The fill tube flange attached to the tank itself had a crack on the rear side. This was due to the tank partially coming out the rear support and putting the flange on an angle, ripping it.

No wonder the previous owners only "filled it halfway"...

Anyway, a new tank is impossible to find right now. Is there a way to fix this? I imagine since this is just the FILL hole, I can just cut a nice circle, glue/weld a new flange on and clamp on a new hose, right?

That's my thought, but I'm looking for advice on how to do it. Products? Flanges? I plan to triple reinforce the tank when it goes back in.
