Please clarify your statement?
" step on foot pedal, trap opens but water goes nowhere"
Where doe sit go? On the floor?
Is the pedal broken?
Come on please give us more details?

If you are saying nothing comes out from the exterior blank tank to the sewer you have a minor clog and or a piece of the tank is blocking the exit at the exterior valve.
Try to backflush from the poutside and push the blockage back into tank.

Hello ... water stays in toilet ... does not drain into the tank ... no, neither pedal nor trap is broken ... foot pedal goes down, trap opens up but water just sits there ...
There is obviously something blocking the tube/hose ...
Toilet worked fine up til this morning ... my friend (its toilet in her trailer) cleaned the tanks this morning, flushed out the black, used the power sprayer, tank is empty ... all was working fine ... then, went to flush and toilet, but water in bowl would not drain ... pulled black tank lever, but only trickle of water came out (have a clear pipe from tank to sewer so you can get visual) ... put down a snake ... over 6' and did not run into any type of resistance/blockage.

Did you put the snake down the toilet or into the waste valve outside?

It really sounds like the dreaded poop pyramid is blocking the waste stack from the toilet into the tank.

Can you turn the water off and open the foot valve and shine a flashlight down the toilet to see if you can see anything in the stack?

My friend put the snake down the toilet. This issue happened after she thoroughly cleaned the black tank ... as in turned on water to black tank for 20 secs, pulled valve, watched blank tank empty, closed valve, let water run for 20 - 30 secs, pulled valve again, turned off black tank water, emptied grey water tank ... during that whole process waste/water were flowing ... also used the "toilet powerwasher" when cleaning the tank ... it was several uses after cleaning tank that this issued happened ...

The toilet bowl is full of water, it will not drain when trap is opened when stepping on foot pedal ... so shining flashlight is not going to work, unfortunately ...

From what you have said run a snake down the toilet until the water goes down. You have a clog somewhere.

It has to be something blocking the toilet stack or the tank.
I'd try the snake down the toilet again with some agitation to see if they can get it to drain enough to see what's going on.

Yep, what Bama said. If you can get a snake down 6', seems like water would go also. So either the tank output is blocked, or she is pulling the wrong valve lever

Yup the roof has a pipe that makes the tank breath natural air pressure.
Sounds like its clogged and need clearing so the tank can breath.

Seems that if there was a vent pipe issue opening the drain valve should allow venting.

We know its blocked, just trying to figure out a way to ascertain where blockage is ... have run snake down, at least 6' each time, several times ... and no, she is not pulling the wrong lever ... but thank you

Has she ran the snake in from the waste valve? I'm sure that's something she doesn't want to do, but she could hook a short hose to the outlet and hold the end of it above the level of the toilet and run the snake down the hose through the valve to see if it hit anything.

I’ve experienced the black tank not draining. I have a clear elbow that has a hose attachment that gets the flow going while using a separate hose hooked to the black tank flush.

This is not an issue of the black tank not draining; here the toilet is not draining into the black tank.

If it's an option - open black tank drain & try to flush toilet - water should go down - if it does you have a vent issue - go on roof check vent for wasp nest or similar obstruction - if it does not you have a gravity issue check with physicist as these are simple gravity drain lines 3 1/5 inch pipe that goes from toilet to tank

You have the dreaded cone of poo. Solids have gathered where toilet drains into tank.

I had a similar problem before. Snake, hose nothing seemed to work. Somebody told me to try 10-20 lbs of ice with a at least 10 gallons of water in the tank (I could get “things” into the tank at least). Then he said go drive around for a half hour on some hilly road stopping and starting fast so the ice would slosh around. It worked! Hope yours is that simple.
