Water Heater

I just bought a 2021 Rockwood 8335SB.. I have a 6 gallon Suburban water heater. The water heater is leaking... But it only leaks when it rains or I spray water on the area outside checking for leaks. It was serviced twice by dealership. 1st time they re did seal around heater and trim..still leaked... 2nd time new water heater installed... Guess what still leaks when raining or when I spray water outside.. to boot gutter above area wasn't pitched properly for water drainage, it over flows down wall over water heater.. dealer acknowledged problem with gutter.. I have trailer set on blocks because I'm seasonal, trailer is level front to back side to side
Like with first water heater it appears to be leaking from outside plate near propane burner cylinder..
Any input would be much appreciated..
