Water Heater Switch

We have a 2005 Rockwood 5th wheel 8283SS. On the panel under the kitchen counter is a switch identified as Water Heater. Beside it is an unidentified toggle switch. Is the first switch for gas and the second for electric heating of the water heater??? Thanks

It's possible someone added a secondary inside electric heating element toggle switch. We have several members who have done similar to keep from going outside on the Suburban water heaters, to turn the electric heating element on/off.
