Water Heater troubles

I just bought a XLR 380AMP a few weeks ago and i cant seem to get my water heater to work on electric. I have checked the breaker, flipped the outside switch to on, even bought a new element and replaced it, i have pulled the cover off to make sure the fuse on thermostat wasn't burned through. What do you guys think? Maybe a bad switch or breaker or even possibly a loose wire ?

I would use a volt meter to see if your getting juice to the element. There should (depending on you model) be two buttons inside the outside access panel, black rubber covered, "Press Here to Reset".

I have pushed the resets already, that didnt help. I can mess with anything mechanical but electricity is another story I do own a volt meter however

I figured it out, the yahoos that put my trailer together didnt plug in the water heater and also forgot to plug in the cable from the bed room
