Water heater won't fill
We just bought a brand new 2015 forest river 281qbxl. I am not Rv expert but this doesn't seem right. It is hooked to city water and the water heater doesn't fill with water. However I do get water out the hot side of the kitchen sink and and tub. The bathroom sink has a trickle from hot and cold( I'm sure this is an unrelated issue). I can't find any switch or shut off valves to fill the water heater. I know it's empty because the anode was left out by the dealer we bought it from. Any kind of help anyone can give is appropriated. Thanks.

Look near the water heater (mines under the kitchen sink) for winterizing valves. Probably the fill to the heater is shut off
|

Open the pressure relief valve.
Run the water till it flows out, this is the best way to make sure the tank is full.

Sounds like the dealer winterized it and never returned it to service. Remove the panel behind the water heater ( inside RV) .The WH bypass valve is probably still in bypass vs service mode. Cold in and hot out should be in pass thru mode ( handle in line with pex tubing).bypass valve between H and C should be off perpendicular to pex tubing.

My water heater is located in the rear with an external service panel. There is no other access. It is under the bottom bunk which has plywood screwed shut( with square head screws). The manual says to drain the tank for winter by removing the anode rod which seems like what they did. I have had the city water hooked up and not a drop is in the water tank. But I can't find any bypass valves. I am a automotive technician so I have a good basic mechanical base. I crawled all under the trailer and not a valve in site.

Get a #2 square bit drive and pull the screws out.

try turning on the hot water at a faucet see if any water comes out. if you have water coming out there has to be a connection between the cold and hot like a bypass or such.

somewhere you can access your valves through a panel or access plug to be able to turn the valves to "summer mode"....here is what you would normally look for....(shown in winterized position) turn all valve 1/4 turn

That IMG shows how the valves may be now, to fill the tank they will need to be just the opposite.

X2, there are several models of TT's where you do have to remove the bunk plywood to access the bypass valves. It's just the design of it.
On mine, you have to remove some screws to a fake hinge on a fake cabinet door to access the rear of my water heater and the bypass valves.
When you do gain access, and if you have the three valve setup (you could have one or just two), you will want them as in the pic for normal use. Yours are probably in the bypass mode, also shown in the pic.:

Do not turn you electric on to the water heater w/o water in it. It will burn up the electric thermostats. Also, the suggestion of opening the pressure relief valve is a good one, but it will also overfill the water heater. Hot water expands and needs room to expand. The water heater manufacturers recommend, with no water pressure, open the pressure relief valve and let water run out till it quits. then close it. This creates a gap in the top of the tank to allow for expansion. If you don't do this, at times you can get water dripping out of the pressure relief valve, especially when using the electric option. I have a Rockwood Ultra Lite, 8315 BSS and I have to remove a panel, with a #2 square head screw driver to get to the back of my tank. During your walk through the dealer should have showed you how to winterize the hot water tank. I would discuss this with the sales manager/service manager. If you did turn on your electric switch w/o water you probably have burnt up your electric thermostat.
