Could be 4 reasons.
1 - Sounds like air is getting into the suction side of the pump. If you have a water pump with an in-line filter with the glass cap make sure there are no small cracks in the glass cap. You could also remove the in-line filter to see if that fixes the problem.
2 - If removing the in-line filter it does not fix the issue you may have a pin hole or air leak in the line leading to the tank.
3 - Your pump needs primed. It has air in the pump it is not able to get out on it's own to start a good suction from the tank. Take a hose with 1/2 fitting on the end. Attach fitting to suction side of the pump and hold the hose up and pour water into it until the pump starts pumping correctly. Once it is primed, turn it off, hook back up, turn on and run water to get it pulling from tank.
4 - Bad Pump. A frozen pump might still run but the internals may be broken. I don't think that's the case though, 99% of the time its one of the other reasons.
