Water pump drip

I have a 2013 Coachmen 281RLDS Liberty Edition with an Artis water pump.
When I am connected to city water the pump constantly drips. The only time I have used the pump is to winterize. I also got about a tablespoon of water out of the fresh water tank which I have not used since 2012. I don't understand why city water would be flowing to the pump. Any suggestions to what the problem could be

There is a check valve between the tank and the pump. If the winterization valve is left open you can get a drip.
There is nothing between the pump and city water connection. Its a T connection so city water is always at the pump. That's why if someone turns on/off their water pump, suddenly their fresh water tank fills. There is always water at the pump.

When hooked to city water the system is pressurized up to the check valve on the outlet side of the water pump. If you have a leak at a fitting, tighten it. You may also want to replace the check valve anyway.
