Toilet valves are very susceptible to getting trash/debris in them.
They have a built in screen and can easily plug up or partially plug to the point of making noise. (water trying to gush through the blocked screen)
Maybe it is this?

On our toilet if you push the valve down slightly enough that it starts letting water through it will make a vibrating sound. If you push a little more then every thing is fine. There is not much difference between putting water in or dumping the bowl.

O.K., so the thread got a bit sidetracked but: "Jeanny", overall the people on this forum are super smart with RV problems, modifications, just general good answers. A lot of the posts on this thread are good questions and the instructions given are serious instructions. Now my 2 cents worth: IF this were me having this "water pump noise" problem then I would follow the suggestions on this thread in this order: 1) Disconnecting from the 120vAC power supply and with city water hooked up flush the toilet, IF the noise is still there go to 2) Disconnect both cables from the battery/batteries of the RV, flush the toilet and IF the noise is still there 3) Find the water pump, have someone put their hand on the pump and flush the toilet. IF the noise is still there ask the helper IF they could feel the pump actually come on. 4) IF they state that they felt the pump come on then there has to be another 12vDC source of electrical power supply. IF they state that they did not feel the water pump come on then you are hearing something else make this noise, as has been stated on this thread. IF feasible disconnecting the wiring of the water pump would be beneficial to do this test also. Yes, loose plastic water supply piping and/or plastic tubing with the walls or floor of the RV could possibly be making the noise you are hearing. Another test you could do would be to remove the 120vAC power supply, make sure you have water in the fresh water storage and with the water pump switch set ON flush the toilet and listen for the noise. IF you hear the noise that eliminates any problem with the 120vAC power supply. Then disconnect the battery/batteries, try flushing the toilet and IF you have water coming into the toilet and you still hear the noise you either have another source of 12vDC to the water pump. As others have stated, there have been some strange things people have with their RV units, they seek help on this forum and eventually the problem gets solved. Please, when you do find the problem and the answer post it on this forum to help others.

I had a hose crimped to my Blackwater flush valve. Every time I used it I thought the pump was kicking on. I followed similar steps to see what it was and traced the sound to the crimped hose that was making the noise. I had used it before but the water pressure and flow had suddenly become just right. Maybe this is it.

I actually think OP has the same thing as our toilet. When filling the bowl do you push down or lift up on the pedal? On ours you push down part way to fill, push down completely to flush. If you push down slightly to fill there is a point that the valve lets water through but it will make a vibrating sound. I don't know if it is the valve or the vacuum breaker that is making the noise. This has been going on since I put a pressure regulator on the city water. If I set the regulator to anything over 45 psi the water will shoot over the top of the bowl from 2 of the holes at the rim.

Thurman, I totally agree with you about all the smart people on here!! I have gained so much knowledge from these forums!! And lots of times just lurking here!! Water hammer in the toilet water line. That line has air and or is loose. Not the pump if all power is disconnected unless the rig is haunted. Most likely the flush peddle is getting weak

Scrapper what you wrote in your last post is exactly what it is like...almost like a vapor barrier..I just realized that if I push down the pedal just lightly and let the bowl fill up..there is no noise when flushed but if I just step down on the pedal without letting some water in first that is when the noise occurs

Good. Now you know it is nothing to really worry about. We've lived with ours since August 2013. It just took a little to realize you were talking about the same thing.
Now why yours just started doing it is another question.

Do you have a pressure reducer from the city water to the camper?
City pressure may now be higher (or lower) than normal. It does now seem to be something causing a 'water hammer' situation. Something has 'changed' and it is not the freshwater tank pump 'coming on'.

Brother Les, I just got to thinking about it and it all starting to make sense ...Since it is early in the season and the campsite where we are( Fort Randall Dam in SD) is nearly empty still..only about three camping neighbors are here out of about 45..We are getting a lot more water pressure than if a lot of people are here...thanks for bringing up the water pressure thought..I am much more at ease now...Happy camping to you!!

Never hookup to campground water supplies without a pressure regulator. Under just those conditions, high water pressure can blow off a water line, flooding your rig and making a fine mess. Have seen it happen. I even carry a spare because I tend to leave them on the campground water spigot.

I use to leave the water regulater on the campground water spigot also, until I had the idea to tie it to the end of my hose & then connect it to the water spigot. I have not forgotton one in 17 years of camping, so far!
