Water Tank 2011 Wolf Pup

Cherokee Wolf Pup 17P 2011
About half way up on the side of my fresh water tank there is a 1/4" plastic elbow screwed in to the side with no connection to it. When I fill the tank, at about half full the water starts comining out throught it. Should this have some hose connected to it or maybe plugged off? It doesn't make sense that it should drain the tank when it is only half full.
