Water Valve for Ice Maker

I just took delivery of a Cedar Creek Cottage CCK. It has a refrigerator with an ice maker but it does not make ice. I spent some time looking for a water valve that may be closed. I found what I think is the culprit. I have no idea how to open it and I'm afraid to break it. Any advice on how to open this?

Photo might help?

I searched some older threads on Cedar Creek (not Cottage models) and came up with this photo. Some folks said they had the same valve inside under/near a drawer in the kitchen.

It is a push/pull valve.

Often times turning the valve slightly while pushing/pulling helps loosen the stem in the o-rings.(internally)

Thanks, the tip to turn the valve while pushing it to open was helpful. Ice maker is now working.

Pull up to open , down to close. This valve and its plumbing are very flimsy. I re did mine and put the cut off under the bathroom sink with a much better and more stable shutoff. I was afraid that too many uses of the original valve would cause it to break off or start leaking.
