Why Did FR Design Sunseeker Drains This Way?

Why did Forest River design the drains on our Sunseeker 3100 like this? The fresh water tank drain (blue tubing) has a valve in the water pump and filter compartment but the hot water low point drain (red tubing) has no valve, just a cap on the bottom. While the tank drain only has water above the valve in the heated compartment, the hot water drain always has water in it that is exposed to the cold. Although some heat will be conducted from the heated compartment, it looks like there's a high risk of the water freezing in the tubing and drain cap when driving or in high wind when it is below freezing.

They must think that the water will always be hot and the line can't freeze.
OR...
More likely...
They put no thought at all into it.

That's weird. Dunno. Our low point drains are both out in the slip stream and we've frequently been caught up traveling and making camp in below freezing temps with nary an issue.
